Arab Funds Deliberately Bypass Hamas
May 3, 2006
The English language media throughout the Middle East has reported a decision by the Arab Monetary Fund (AMF) and four other similar organisations to support the Palestinian people.
What is of particularly significance is the direction of this help. The funds are refusing to place resources in the hands of the Hamas-led Palestinian government or even the Palestinian Authority (PA) itself. They will be finding other avenues to provide their aid, so that they can be assured that it will reach the intended targets.
This move is in line with many Arab governments, which over the years have declined to convert promises of support to the PA into actual transfers.
The following is one of the reports on the new source of aid.

Leading Arab investment funds will transfer $50 million to projects that ease the economic difficulties of Palestinians; however, the money will reportedly not to be submitted to the HAMAS (Islamic Resistance Movement) government.
Arab Monetary Fund President, Jasem al-Manai, said the Fund and four other Arab fund representatives came together in the Moroccan city of Rabat and decided to allot 10 percent of last year's net profits to the Palestinians.
The money will be transferred to the people directly for emergency needs, education, and health projects.
